Change Pair-Match to work by swapping answers

There seems to be consensus now to change the way Pair-Match questions work, on both desktop and mobile. Will need a bit more thinking as we put things in place, but to get us started:

• Change the way pair-match works to be by swapping rather than shuffle!
• On desktop, instructions should say "Select an answer to rearrange" and "Hover over images to zoom".
• On mobile, the instructions should say "Drag on left to scroll", "Tap an answer to swap it for another" and "Double tap images to zoom". Not sure how to fit all these in...
• In review, highlight correct responses in green and 'lock' in place.

Design suggestions:

• Tapping one answer highlights/animates it or makes it pop in some way.
• Some animation needed to show it being swapped for the other answer.

It's all working well but let's just make sure the instructions are correct.

On desktop - fine, but hover over image isn't working:

On mobile, get rid of instruction about scrolling, and just have:

• on the left: "Double tap images to zoom" with icon,
• and on the right: "Tap an answer to swap for another" with icon
