Background / Issue
Users are only able to reach the resource search functionality after submitting an application. This shouldn't be a prerequisite in order to be able to use the functionality.
Technical Context
The inclusion of this feature is through the addition of another frontend component that can send a request to our microservice that deals with the semantic search functionality
Acceptance Criteria
Search functionality reachable outside of form submission and UI/UX design fits in with current site
