Background / Issue

After adding the semantic search functionality, give admins the ability to add new resources for users to discover.

Technical Context

As more resources are gathered, making the resources easy to add for anyone who is an admin is a priority.

Acceptance Criteria

Update of resource list and being able to view the return of the link that was added.
