Hive subchunks are offset y=-4

When joining the hive with gophertunnel their subchunks are shifted 4 subchunks down, as if they still use 1.17.0 world gen. This doesn't happen with a normal client of course.

I think this is caused by sending DimensionData packet (which they send with an old Y range) after the StartGame packet. The solution is to forward this packet earlier without deferring in the login sequence, but this is not possible with Gophertunnel.
