refactor(web-ui): refine docs panel layout and trim copy
- toolbar grid: 3 equal columns, fix right-heavy span4/8/8 imbalance - summary strip: 3 equal columns, drop empty 4th slot - command box: remove nested border/background on install-command - install/registry action tabs: segmented control styling - faq: drop rules card, troubleshooting-only with stretch alignment - remove 'currently installed commands' card and its computed - converge i18n: drop docs.subtitle / section.*Note / rule.* / installed.* - regenerate web-ui-render.precompiled.js from updated template
