P1-14 — Fill out the contract set and lock the version (mini-epic).

• Use cit parse to draft the remaining ~14 contracts, then review each.
• Get the module list and tree from dir_structure.py and the bind maps from the .sh.j2 templates.
• Tag the whole set to one confluence_version.
• Write the dev-flow section of the README.

AC:

• cit validates every module.
• One version across the set.
