Implement the Biotic Override — The Adrenaline Protocol.

Implementation:

• Break-Glass Trigger: Encrypted external key ONLY (not self-triggerable)
• Active State: Agent temporarily breaches Loop 1 Metabolic Ceiling
• Recovery: Mandatory compute blackout proportional to breach duration
• Audit: STAN-E report submitted to Veraculum Registry

Critical: External key requirement prevents agent self-mfg of emergencies.
