Add additional filters on Dashboard queries

Problem Description

Some filters were added specifically for Luxembourg, per example: "excludeFromEcdcReporting" (see #13991).
Luxembourg wants to be able to have a more "tailored" dashboard according to their needs.

The list of fields / criteria / conditions etc is not yet clarified and will be provided by @XavCol at a later point of time.

Proposed Change

Add the list of fields / criteria / conditions for LU only.

Added Value/Benefit

Dashboards that corresponds better to the way Luxembourg uses it.

Acceptance Criteria

• Expected fields / criteria / condition are added
• Only enabled for LU

Implementation Details

See the added field: "excludeFromEcdcReporting" (see #13991) otherwise typical implementation.
