National Health ID algorithm is wrong is some cases

Bug Description

For National Health IDs per example those starting with 3, the verification algorithm is not correct.

Reproduction Steps

1. Go to Existing Person / Create New Person
2. Go to National Health ID field
3. Use a valid LU National Health ID that starts with 3

Expected Behavior

When starts with 3: then ignore birth date check.
