Add REST-Endpoint for Doctor's Declaration

Feature Description

Instead of having only consumption from the current channel, it would be convenient to also have a REST endpoint to process Doctor's Declarations.

Added Value/Benefit

• Immediate processing in case of processing issue with the other channel that only runs every hour.
• Hugely simplifies testing operation (local & remote)

Acceptance Criteria

• REST-Endpoint present
• REST-Endpoint processes messages in same manner as through other channel

Implementation Details

Reuse existing processing flow: only the "boundary"-side must change, the rest of the flow must remain the same
