Problem Description
When a physician reports a mandatory disease, an XML file and a PDF are created. However, the physician can also attach documents to the declaration, which we should be able to add to the case (documents box) as the pdf created from the declaration.
Proposed Change
At the same time that the Sormas receive the XMLs, they should also receive the documents.
At this stage, the case has not yet been created or associated, so a logic needs to be found to associate documents with the case when the message is processed.
