Interdevice notifications

As a user, I want set custom notifications so that I can be altered by particular events.

1. The primary user should be able to create notifications for events.

2. Notifications can be created by primary user for anyone connected via Data Dam

3. Events in question can be such things as the conclusion of a data analysis period, an app

using large amounts of data, or reaching data limit milestones.

4. Once the event has been reached, the custom notification is sent out the appropriate

device.

5. The primary device can also be set up to receive notifications when particular events and

notifications have been reached on other devices connected via Data Dam.
