confinement tool finishes but the project rsxml fails validation

Was just checking the log of some recent confinement runs for CONUS and noticed that in at least some cases (e.g. HUC: 1205000703, Town of Wake) the tool completes but the resulting project does not pass the riverscapes data exchange validation step.

It looks like these are cases where there are no flowlines or riverscape valley bottom (only waterbodies). The other tools have been updated to handle these cases but confinement hasn't yet.
