Add scraper for QRIS beaver_activity project data

As discussed with @jtgilbert , create a Data Exchange scraper that gets projects of type "Riverscapes Studio" and tag "beaver_activity".

Within them, there will be a Geopackage and a beaver_dam vector layer. Upload this layer to Athena, along with the Realization name (provides the year - Jordan to check if there is a better place to get that). The project Id can be linked to the projects table to get important metadata such as owner, last updated.

Note: the projects are private have several different owners. This fact should be well documented for anyone with Athena access. Reports based on this will provide aggregate results only -- detailed results only for owners of the projects.

hey @weblorin it looks like there'll be some discrepancy in the feature class name b/c of the way different versions of QRiS have generated names, but I think they'll all be 'vw_beaver_dam_*'

Also, there are probably a bunch of projects that have not been uploaded to the DE, I'm checking with the techs and getting them going on that so that we have as complete a dataset as possible when you scrape it.
