Rework Naming Conventions for Exporting Gauge, StreamStats, Metric Analysis, & Climate Engine Layers

Right now, DCEs, design, and as-built layers include the name of the DCE + the layer name as the default in the export path. We should do the same to the following:

• Stream Gauges by gauge name or number
• Metric Analysis by analysis name
• StreamStats basin & flow statistics by catchment name (i.e., user-defined name for running StreamStats)
• Climate Engine by timeseries name
