Specifying what is meant by "Adding RIM to QRiS"

The Riverscapes Inundation Mapper or RIM needs to be added as an assessment type:

This will be really 2 and 3:

1. Add Basemap from which you will map/digitize features

We need to add Basemaps (decide where as its own thing or under Assessments). This is sort of described here.

2. 2b - Data Capture Event

We skip the 2a Valley Bottom mapping because it is really part of the Riverscape Segment calculations.

So, a version of RIM functionality is in QRiS 0.1.2. Namely we see RIM as an optional protocol in the Data Capture Request:

This adds a RIM node to the DCE in the tree, and then it adds to the Layers TOC three layers:

1. Dam Crests
2. Thalwegs
3. Inundation Extents
