Annotation not saved for some users

We have a problem where only 4 users including Weblogic are able to save annotation. apart from that for all users there is an error saving annotation

Could you provide details of the error the other users are getting?

The error which users was getting was "Error saving annotation". However we are not getting this error anymore. I did truncate all the tables created in RMREP DB and reinserted the values in Application_constant table. After that it started working fine. However now the profile images are not getting updated which was working earlier. Whenever the user submit a profile image it either says "Image saved" or "Profile Image is submitted for review" however the image does not change in the UI. The upload path also does not have any image and there is no update on "User_Profile" table.
