I could play Persona 3 Reload with the Kotone mod, but the mods aren't showing up and this message appeared

How problematic...

Some mod's ModConfig.json, or some of the user config(s) must be borked.

Reason probably quite deep, and requiring manual debugging.

Given that you reinstalled however, you can just nuke the User folder in Reloaded-II folder; if losing mod configs is acceptable.

Possibly also Mods folder, to nuke mods themselves but might not be needed.

Real issue is way more subtle, but just recreating is fine is a-ok.

So... I deleted the “user” folder, reinstalled everything, but it still didn't work; the folder recreated itself and this happened

It should in theory not be possible with no mods installed. I wonder if your mods are being loaded from another location, hmm.

There's a .json config file in %appdata%/Reloaded-Mod-Loader-II. You can get this from launcher via 'View Config' or 'View Log Files' and going a folder up. (From about/start page of launcher).

If launcher is not bootable, you can click the empty space and paste %appdata%/Reloaded-Mod-Loader-II in Windows Explorer URL/path/location bar on top, then hit enter.

Inside .json file which you can open with text editor you'll find entries like ModConfigDirectory & ModUserConfigDirectory, which will contain location of where mods are installed. You can nuke those folders.

Speaking off the top of my head, but debug steps should be similar to this.

If wiping the mod folders listed in said .json config file doesn't work, I'm out of ideas (for now).

I'd need to make special builds with extra/custom logging to get to the bottom of it.
