Problem
renderConsensusSummary（Server.swift，static 可測、11 條測試）與 Consensus.run() 的 inline 輸出（ConsensusCommand.swift）是手抄重複的 ~80 行；#38/#39 兩輪各往兩邊同步加了誠實性邏輯（REFUSED 版面、n 標註、not-checked 行、excluded、overwrote note、oneLine sanitize、threshold 揭露）。CLI 側零測試（R2 requirements N3）— 改壞 CLI 那份套件仍全綠，而 bestocr consensus 使用者看的正是 CLI。
