In 4.0, can't access the cohort metadata screen for specific cohorts.

In much of 4.0, the individual metadata setting screens appear in the new settings nav. For cohorts, this is not happening, and the "Administration" menu can't seem to be added to that screen, which is how it was overridden in 3.11 and below.
