Admin only ("not visible") data cannot be entered even by admin

I have set up a few fields as "not visible" so that only I and a couple of other administrators can see them. However, the fields don't show up anywhere, at all, even though I'm an Administrator.

I'm not sure if this is a bug or user error, but no one was replying in the discussion, and I'm desperate.

As you can see from issue #27 I've been able to play around with the code to fix one issue I've encountered, but this one I don't yet know how to fix. If anyone can point me in the right direction, I'd greatly appreciate it.

After testing the USER option, I find that it also doesn't work. Anything I type in there as one user is visible to other users. So, in summary, a field is either visible to everyone or not visible to anyone. Those are the two options. BTW, I'm working in the Course metadata area.
