Add regression tests to CI

Run performance testing of the server on the CI vs a local dev machine (CentOS 7/8 etc...) through github actions.

@Araneidae please can you list the commands you run locally to run the tests, then this ticket can be for making those tests run in CI

Running make -C tests probably covers the bulk of it.
