Deploy on Windows?

I'm looking for instructions on how to deploy minemeld to either a Windows Server or an Azure App Service. We're a "Microsoft-shop" so deploying minemeld on Linux would require us to hire a Linux guy to keep everything running and up-to-date. We have lots of Microsoft-based server admins and developers.

Is a Windows deployment possible? or does minemeld rely on a Linux specific library?
