After installation I am sent to Admin in Arabic

After I installed osTicket reloaded during which I was not able to choose an installation language I went to the admin panel. The admin panel opened in Arabic. Another user had the same issue. What happened to the language picker during the configuration?

I Need create a new Staff Panel to administration the languages, and permit staff admin change the languages after the installation.

But this is only for end of this year.

OK. Will keep issue open until later. Language can be chosen during installation, but work will be done to change after installation. Would also be good to have US as initial language during installation. This so that US version will be activated when people forget to select a language.
