Setup / change PR preview workflows away from Netlify

The Netlify PR previews we use on the cookbook, approach guide, and others is overly complex and requires a Netlify account, which we all may or may not have access to.

There is a lighter-weight PR preview workflow that just uses GitHub pages, with no other account required. I used it for the ESA hackathon website and seems to work really well.

I suggest we move away from the Netlify preview service and use this across our sites.

This makes a lot of sense, thanks for suggesting. To help prioritize it, do you have a sense of time/what would be involved to migrate?

In theory, really quick and easy - in practice, I would budget 1-1.5 hr per website :)
