Current behavior
Currently motions in a block which next state is not the recommendation will be ignored when following the recommendations for all motions. This restriction is not necessary.
Wanted behavior
In a motion block: when you click on "Follow recommendations for all motions" all motions are set to the state that corresponds to their recommendation, excluding motions that are in a final state.
