Subject: [PATCH] ci: add CodeQL security scanning workflow

Add GitHub CodeQL analysis to detect security vulnerabilities:
- Runs on push/PR to main and weekly schedule
- Scans Go code for security and quality issues
- Results visible in GitHub Security tab
