Add 'openinterp score' command wrapping notebook 18

Wrap the InterpScore eval from notebook 18 as a CLI command. API: openinterp score --sae-repo X --model Y --layer N → prints InterpScore + components, writes interpscore.json. Use the lib from 18 where possible.
