As a part of openfe ecosystem-wide utils updates, it'd be helpful to have [feflow/utils/data.py](https://github.com/OpenFreeEnergy/feflow/blob/main/feflow/utils/data.py) cleaned up and documented as @ijpulidos sees fit. Also, we might want to move this to openmmtools eventually?
