Feature request: add configurable delay restarting charging after waiting for solar

Hi,

Thanks for the great new features in v2.9.1. I'm OpenEVSE off grid and it works a charm.

In addition to Minimum charge time it would be great to also have a configurable Minimum recover time. This will help avoid the problem of letting a few rays of sunshine restart the charging process, which then continues using domestic battery power potentially draining the domestic battery.
