I just found out there is a state - 0 - that indicates OpenEVSE is starting after issuing a $FR restart command via RAPI (directly or via MQTT)
I am not sure where the source code for the OpenEVSE - Developers Guide is but I would be happy to open a PR on the respective repo.
Edit: my bad, just found out it's precisely on this repo if someone can update the docx.
