fix: systemctl degraded for Linux agent

Description

When I try to install a Linux agent where the systemctl is degraded, the installation doesn't work and no log is shown.

Environment

1. Linux Ubuntu arm64

Reproducible Steps

Steps to create the smallest reproducible scenario:

1. On a Linux with systemctl degraded
2. Launch the command to install a linux agent

Expected Output

I can install my agent or I have an error message to explain why it can't be installed.

Actual Output

I have no error message and my agent can't be installed

Tested on oaev-test-linux-arm64-02

If we have to have systemctl to install our Linux agent, we need to show an error message to user. User should be able to understand why agent couldn't install.
Otherwise we can fix and user should be able to install Linux agent without systemctl. But let me know about the effort then i can check priority again.
