upgradeExecutorFetchPrivilegedAccounts can fail for most RPC endpoints (even https://sepolia-rollup.arbitrum.io/rpc)
Error is either "query range is too big" or "expected fromBlock to be a hex string starting with 0x" (when fromBlock is "earliest")
Would be great to have it query within smaller ranges like how other functions in the SDK were recently improved.
