Classic Datapack DOA / Whitelist Config Issue

What happened?

Version: Ars Elixirum 0.12.0, Fabric, mc1.20.1 Fabric loader + Fabric API

Expected: Classic datapack loads Blue Orchid and other classic items into Ars Elixirum.

What happens: It doesn't do that. It's dead on arrival.

Attempted loading a classic version (JUST Ars + Dependencies) and a modpack (Prominence II), confirmed issue. Datapack does nothing.

Config might be messed up, not consulting blacklist/whitelist configs.

If I could request a feature on a bug post, it would definitely be to be able to restrict generation to a curated item set. Huge packs generate tons of ingredients with Exlirium, and having to blacklist entire tags down to a curated set is impractical considering whitelisting isn't working. (Let me know if you want this as separate issue on the repo)

Steps to reproduce

1. Start new world.
2. Confirm datapack load (datapack list)
3. Give self a blue orchid.
4. Not an accepted item for Elixirum.
