concept set comparison request

Expected behavior

when a comparison is made between a concept containing standard concepts and a concept set using non standard concepts, for example ICD10 and 9 codes; the comparison should identify that the non standard concepts are among the included source codes and include them in the comparison output presented.

Actual behavior

when a comparison is made between a concept containing standard concepts and a concept set using non standard concepts, for example ICD10 and 9 codes the comparison does not identify them as being included in both concept sets.

Steps to reproduce behavior

compare a concept containing standard concepts and a concept set using non standard concepts, for example ICD10 and 9 codes that are contained as source codes in the standard concept set, see the output of the comparison.

I like this idea as a new feature to bring into, probably ATLAS 3.0, unless @fdefalco sees a quicker fix as it's related to #1674 .
