Add a `restart --all` flag

If we allow this for restart, this will soon be a feature that's wanted on all other subcommands as well.
So we need to design this properly.

Heads up: I won't build this myself, but feel free to tackle this issue yourself.

Regarding the implementation:
This feature would change the way argument parsing happens. Right now, all arguments are simply parsed. But with this change, we must expect either

• A single all with no following numbers
• One ore multiple numbers without an all

So we have a mix of constraints, as well the differentiation between a single-argument variant and a multi-argument variant.
You would need to research how to best implement this in clap.
Also, please write a proper test that ensures it works as expected.

Once you have a plan and implementation, we can talk about which subcommand's arguments should change :)

As a workaround (one that I'm using), you can specify ranges in pretty much all shells.

Ok. I just looked into it, and I completely forgot about the --all flags on the other commands.

I guess we could easily create such a flag as well. Based on your description, I somehow assumed you wanted to add a all parameter and not an --all flag.

In the same pattern as for the other commands, we should probably also add a --group flag, which restarts all inside a group.
