The Export/Import functionality of the TestBench program supports sharing changes made in:

• the Functions data table
• cRefactorFuncLib.pkg
• oFefactor_Unit_Tests.pkg

Should it also support changes made in the cBaseFuncLib.pkg?

No, it should not. Changes in cBaseFuncLib should always be committed and pushed to this GitHub repository.
