Fix CI workflow permissions issue

Remove the release notes update step from the CI workflow that was
failing with HTTP 403 permissions error. The step attempted to edit
releases with only contents:read permission.

This is unnecessary since releases are created with complete notes
using 'gh release create' which includes all Docker image information.

Technical details:
- Removed step "Update release notes with Docker info"
- No longer requires contents:write permission
- Reduces security surface area of workflow
- Releases already have complete information from creation
