Why do we use the max of heating/cooling design loads for downstream equipment sizing calculations? As noted by @yzhou601, this could mean that, e.g., the heating load gets used along with the cooling SHR, or the cooling load gets used with the heating capacity curve. Instead, could we independently calculate the heating/cooling capacities needed and simply choose the larger one?
(Would we still want the MaxLoad sizing methodology once we implement #1521?)
