split up objects in `cudadrv/driver.py`

This file seems to be undergoing a lot of changes at the moment and I keep hitting significant merge conflicts.

Seeing as how there's a ton of important concepts in this file that are related but separable, it would greatly ease overall management of these objects to move classes into individual modules like stream.py, device.py, memorymgr.py etc.

A lot of bits could also be deleted - things like CtypesModule, load_module_image_ctypes, etc.

Yep, just waiting on #609 before culling that code.

As part of the 2026 roadmap, @rparolin and I have discussed that as a follow-up or extension of #128 we should try to purge all files under https://github.com/NVIDIA/numba-cuda/tree/main/numba_cuda/numba/cuda/cudadrv. cuda-core should meet all the needs except for perhaps NVVM (it's WIP). If not, cuda.core should find a way to fulfill the job, and leave numba-cuda off the hook of worrying about CUDA exposure fully.
