[21pt] Critical Depth Boundary Condition

HEC-RAS Models for HUC12020006 have a "Critical Depth" boundary condition (BC) which we did not consider in step 5 of ras2fim V2.0. This BC will be added to step 5.

Please note that A specific flow range has been considered for all XSs in this BC. It means each XS has its own flow ranges and has been defined as a location of flow changes.
