Add GFDL Vortex Tracker

Description

Sometimes the mpas_app may simulate a tropical cyclone, on purpose or by consequence. In that case, it would be great to run the GFDL Vortex Tracker

Solution

Merge the MPAS HFIP 2025 tracker job and associated archiving.

Requirements**

1. build.sh must build the tracker
2. build.sh must build mpiserial
3. workflow must be able to run the tracker
4. workflow should be able to archive the tracker directory

Acceptance Criteria (Definition of Done)

Successful tracking in a 12 hour MPAS HFIP simultation.
