Payment restrictions, not user friendly and not working with much countries

Latest version 4.6.1 with PrestaShop 1.7.6.7.

1. You can't select ALL payment options for country X.
   Need to do this, 1 by 1 by hand???

2. When you have alot of countries, you can't save more than X countries. So when you check the options, and save it. It's not saving it.

Currently that is true, as it is using the same logic as PrestaShop core restrictions, which you can find at Payment->Preferences->Country restrictions.

But we are also working on different solution, to make this more user friendly.

Regarding you 2nd point, we'll try to reproduce this on our test environment.
I'll keep you updated.

@tajriba Point 2 is caused by the max_input_vars. Try to increase it to 5000 or higher.
