Stage 2 Implementation Guide: Selective Retrieval (Post-Retrieval Intelligence)

Status: Code written, ready for compilation and testing
Scope: v1.0 Production (Nov-Jan 2027, 10 weeks)
Goal: Post-retrieval intelligent filtering achieving 90-95% combined data reduction with Stage 1


What Was Built

1. Contextual Reranking Engine (core/src/selective_retrieval/reranker.rs)

Reranks retrieved content by relevance to query intent:

Scoring Dimensions:

  • Relevance (0-1): Keyword match + metadata hint
  • Informativeness (0-1): How much value per token
  • Uniqueness (0-1): How much distinct information
  • Recency (0-1): Based on timestamp (recent = higher)

Intent-Based Weighting:

  • Factual (What is X?): Relevance 60%, info 20%, unique 10%, recency 10%
  • Conceptual (How does X work?): Relevance 40%, info 40%, unique 10%, recency 10%
  • Detailed (Compare X vs Y): Relevance 35%, info 35%, unique 20%, recency 10%
  • Complex (Design system): Relevance 30%, info 30%, unique 25%, recency 15%

Result: Each ranked item includes score breakdown + justification for explainability

2. Tiered Token Budget System (core/src/selective_retrieval/budgets.rs)

Hard token limits with flexible allocation:

Four Tiers (Hard Limits):

  • Minimal: 50-100 tokens (factual lookups, definitions)
  • Standard: 500-1000 tokens (understanding, examples)
  • Large: 2000-3000 tokens (detailed analysis, trade-offs)
  • Comprehensive: 5000-8000 tokens (full context, alternatives)

Intent-Based Allocation (Within Tier):

  • Factual: 50 tokens (minimal info)
  • Conceptual: 750 tokens (mid-range detail)
  • Detailed: 2500 tokens (high-range detail)
  • Complex: Max tokens (full budget)

Multiplier Support:

  • Expands tier within ceiling (e.g., Standard 1000 × 1.5 multiplier = 1500 max)
  • Respects tier boundaries (never unlimited)

3. Intent Classifier (core/src/selective_retrieval/intent.rs)

Detects query complexity and intent:

Intent Detection:

  • Factual: "What is", "Define", "Meaning"
  • Conceptual: "How does", "Explain", "Understanding"
  • Detailed: "Compare", "Analyze", "Difference"
  • Complex: "Design", "Build", "Architecture"

Complexity Detection:

  • Scores based: word count, entity count, relationships, punctuation
  • Simple: 1-2 words, 0 entities → 50-100 tokens
  • Moderate: 3-7 words, 1-2 entities → 500-1000 tokens
  • Complex: 8-15 words, 3+ entities → 2000-3000 tokens
  • Very Complex: 15+ words, complex relationships → 5000-8000 tokens

4. Token Multiplier Engine (core/src/selective_retrieval/multiplier.rs)

Developer-configurable keyword-based expansion:

Default Multiplier Rules:

  • Critical (2.0x): "critical", "emergency", "urgent", "production_incident", "data_loss"
  • Domain-Specific (1.5x): "financial", "compliance", "legal", "security", "medical"
  • Analysis (1.2x): "debug", "troubleshoot", "analyze", "investigate", "root_cause"

Behavior:

  • Scans query for keywords
  • Takes highest multiplier (doesn't stack)
  • Expands tier budget within ceiling
  • Fully customizable (add/remove rules)

5. Selective Retrieval Engine (core/src/selective_retrieval/mod.rs)

High-level API combining all components:

Pipeline:

  1. Classify intent + complexity
  2. Assign tier
  3. Allocate tokens within tier
  4. Check for multiplier keywords
  5. Calculate final budget
  6. Rerank content by relevance
  7. Select items until budget exhausted

Architecture Decisions

1. Tier Limits Are Hard Boundaries

  • Standard tier (500-1000) cannot go above 1500 even with multipliers
  • Predictability: users know max context window
  • Prevents runaway budgets

2. Intent-Based Allocation Within Tier

  • Factual queries get minimal (50 tokens)
  • Complex queries get maximum (8000 tokens)
  • All respect tier boundaries

3. Multiplier Takes Highest, Doesn't Stack

  • Query with both "critical" (2x) and "debug" (1.2x) uses 2x
  • Prevents combinatorial explosion
  • Simple, predictable behavior

4. Reranking Weighted by Intent

  • Factual queries prioritize relevance (60%)
  • Complex queries prioritize diversity (25% uniqueness)
  • Adapts scoring to query need

5. Explainability Built-In

  • Every decision justified (why this tier? why this score?)
  • Full transparency for auditing
  • Foundation for v1.1 learning from decisions

Performance Expectations

Latency

  • Intent classification: < 1ms
  • Complexity detection: < 1ms
  • Multiplier calculation: < 1µs
  • Rerank 100 items: < 10ms
  • Select within budget: < 5ms
  • Full pipeline (100 items): < 20ms

Data Reduction (Post-Retrieval)

  • Combined with Stage 1: 90-95% total reduction
  • Stage 2 alone: 70-80% on top of Stage 1

Memory

  • Per item scoring: ~100 bytes
  • Cached reranking: ~1KB per item
  • Typical: <10MB for 10K items

Total: 50+ test cases
