Skidsteers won't exceed 4 km/h with current build(3.2B11)

I've installed the current build, but when I try to use a skidsteer, it will either rev out and barely move, or sometimes I can get it to go 4 km/h by bouncing the loaded bucket, I've tried using the hand throttle, and fixed ratios, but nothing will get it to move at a normal speed.
