Best practice for restricting until previous course is complete

I am using this plugin by going to the Edit Settings of the very first Section in my course, and using the Restrict Access to set it to the previouse course completion.

This does work, but still allows the student to go to the course and see the outline.
Is this the only way to use it?

Is there a way to set the restriction from the Course settings themselves, instead of a course section/activity?
I do not see this option, but just wondering.

As this plugin restrict access is intended to use for actions. You may lock the first section itself and set access restrictions to other sections require to complete the first section.

Given the nature of this plugin, it's not possible to block the entire course.

As @jsherk commented, the setting should be in course level not activity level which might cause other unwanted scenarios

1. the learner stay enrolled to the course
2. If there any reengagement activity configured in the course, it started notifying the learner
   so its better to have in course setting, not activity
