[8 hours] VTS Companion Layers Misbehave

On sandbox, the Fishing VTS layers (radio-button single-select sublayers) do not behave when attached to companion layers:

Desired behavior:

• Select 1 layer in the Fishing VTS sublayer list
  • See layer and companion layer added
• Select another layer in the Fishing VTS sublayer list:
  • See 1st layer and 1st companion removed
  • See 1st layer's checkbox emptied
  • See 2nd layer and 2nd companion layer loaded
  • See 2nd layer's checkbox checked.
• Remove layers via the 'Active' tab

Current behavior:

• Select 1 layer in the Fishing VTS sublayer list
  • See layer and companion layer added
• Select another layer in the Fishing VTS sublayer list:
  • See 1st layer and 1st stay put
  • See 1st layer's checkbox remain filled
  • See 2nd layer and 2nd companion layer loaded
  • See 2nd layer's checkbox checked.
• Remove layers via the 'Active' tab without error or fuss
