Edge returns `conditionalCreate: true` on `PublicKeyCredential.getClientCapabilities()`, but crashes when actually calling it.

promoting as passkey auto-upgrade (conditionalCreate) supported.

but if passkey auto-upgrade is executed, browser crashes.

this behaviour was happening when Chrome start supporting passkey auto-upgrade and Edge imported their code w/o supporting passkey auto-upgrade, but Edge stopped promoting conditionalCreate: true at version 140.

however, since version 148, it again start promoting conditionalCreate: true and crashing.
