Create schedule administration panel

Develop an administration panel that will allow ground station staff to manage their ground station's reservation schedules.

This utility should offer the following functionality:

• View a complete ground station schedule with filters for controlling the reservations displayed
• Managing scheduling rules (maintenance periods, when specific pipelines can be reserved, etc.)
• Editing existing reservations
• Resolving reservation conflicts and override requests
