Add library to mavencentral

This library is not in mavencentral.

I'll do this if no one else is working on it.

I've created a pull request to make the project ready to be uploaded to bintray.
I have to admit that the pull request is not perfect as it mixes various things in the same. (shame on me)

To submit to mavenCentral it is only necessary to change the URL and open a ticket at sonatype to create the project.

Right now the library is published in bintray: http://dl.bintray.com/joninvski/android-libs
To use it i do:

   repositories {
      jcenter()
      maven { url 'http://dl.bintray.com/joninvski/android-libs' }
   }
   ...
   compile 'org.michaelevans.chromahashview:ChromaHashView:0.2',

But this was only a hack until the project is uploaded to maven Central.

I can start opening the issue at sonatype and put you in cc.

ps: In the meantime I can also clean the pull request https://github.com/MichaelEvans/ChromaHashView/pull/4/files in order to be accepted.

It would be cleaner if it was divided into multiple PR. Do you think it is necessary?
